Muscat Governorate is implementing the National Addressing Project, an initiative spanning street naming, field data verification, and the physical installation of street and building signage. The project aims to establish a unified national address system supported by an accurate spatial database. This project facilitates seamless location access, enhances public and private service delivery, drives digital transformation, and supports urban planning.
Beyond replacing local landmarks with standardized numbers and names, the system creates a unified spatial reference point that improves decision-making across infrastructure development, civic planning, and city management.
The project has entered the sign manufacturing and physical installation phase. Field survey teams began operations in a pilot area in Qurayyat to inspect proposed sign locations and ensure technical standards were met before manufacturing began.
This phase follows the completion of street naming and unit data verification across targeted areas. Street naming and field verification are underway in pilot zones across all wilayats in Muscat Governorate. With approved street names and verified address units, the completion rate for this stage has surpassed 80%, running parallel with ongoing sign installations.
Subsequent stages will finalize sign installations in the pilot areas before expanding into broader regions to complete naming, verification, and installation across all wilayats of Muscat Governorate.
The initiative is a collaborative effort between the Ministry of Housing and Urban Planning, Muscat Governorate, and Muscat Municipality:
Upon completion, the National Addressing System will integrate with government networks—including the Unified Municipal System—to streamline municipal operations, streamline permit and inspection workflows, and eliminate data redundancy across agencies.
Field teams are actively monitoring implementation across all states, ensuring street names align with approved technical criteria while respecting each state's unique historical, cultural, and urban identity.
The project aims to provide a unified and accurate national address for each home and facility, which facilitates access to sites and reduces time and effort in commuting. This means a gradual transition from relying on traditional site descriptions or inference by landmarks to a unified address linked to precise geographic coordinates.
The National Addressing System (NEDS) Publishing and Availability App will provide easy and accurate access to addresses, enabling individuals and service providers to identify destinations directly. The system will also be linked to digital maps, navigation applications, and various government systems, facilitating access to websites and raising the efficiency of digital services.
As a core enabler of Oman's digital transformation, the central spatial database reduces information duplication and boosts the quality of e-government services. For urban planners managing Muscat's rapid expansion, the system provides up-to-date spatial data to conduct demographic and population density analyses, prioritize capital projects and public utility distribution,infrastructure planning and maintenance tracking, lay the groundwork for smart city initiatives, including intelligent traffic and routing, automated asset management, and spatial data analytics.
A standardized addressing grid directly benefits Muscat's logistics and express delivery sectors by minimizing transit delays, reducing operational costs, and eliminating location errors. Small and medium-sized enterprises (SMEs) can register officially verified national addresses, improving their visibility on digital maps and e-commerce platforms.
For investors, the system delivers a transparent spatial framework that simplifies site selection, streamlines commercial registration, and speeds up government licensing procedures.
The Ministry of Housing and Urban Planning, alongside Muscat Governorate, is conducting outreach campaigns to educate residents, businesses, and public sector entities on how to use the system.
Property owners and facility managers in target installation zones will receive advance notification prior to sign placement. Residents are encouraged to cooperate with field crews to ensure swift, uninterrupted installation across the governorate.
